Speeding is breaking the law so it is a criminal activity.
If there are several cars speeding together, they are affecting the rest of the traffic, or society in the immediate vicinity, as such changing the social environment. As such, a speeding car is commiting a criminal activity that effects social change. Does this make the driver a terrorist?

This is what's happening in Australia. They are trying to pass the law as we speak where if you SPEAK against the government, you are considered a terrorist!!! Freedom of speech activists are up in arms about it, but the Government is adamant about not amending the proposed sedetion laws.
If it does pass, then Australia will be a full communist country with the only thing left closing the borders. And I know from experience. Some of the laws that have passed here in the last 2 years, are worse than laws in communist countries.

Free speach is the answer not the problem to this situation. The problem is there is no free speach in the countries exporting terror to the west so there is no exchange of ideas and people do not see any better ways. If Islam is such a great religion it should be able to stand up to the criticism.

Excellent point, it is the intention behind the action that would determine whether this would be a terrorist act.

Speeding with the intention to cause harm/malice to someone/group/society could qualify as a terrorist act.

Speeding home cause you gotta take a powersh_t would not qualify as a terrorist act.
