The only reason a Dr. Philshenko remains in power is because Belarus itself has absolutely no value in terms of untapped resources or in strategic terms. I got the idea after hearing about the panic Stasi went into during reunification. These are big organizations with everything documented. And being tied to collaboration is still a big deal in much of Eastern Europe.

It also plays to America's strengths. A quick hard hit at a defined target. No fussing around with establishing law and order. No occupation. Just take and hold a building or two for as long as it takes to get what you need, and leave. Then eat greasy hamburgers and watch football while horrible things happen far far away.
