Every inner city has areas that look like that. Some (certainly nowhere near "most") of the city is on a significant upswing, however.

As for food you have to try an area called Mexican Village roughly at Bagley and 24th. There 6 or 7 excellent Mexican Restaurants all within walking distance.

Another must try is area Greektown roughly at Monroe and Beaubien. Here there are 6 or 7 great Greek Restaurants quite a few bars and a casino.

IF you wanna get out of the city Ferndale and Royal Oak have nice downtown areas.

Royal Oak has some nice places (a lot of variety) to eat.

I highly recommend getting a city map though. The suburbs are laid out nicely by mile roads, but the downtown area can be a bit confusing to newcomers.

There's one major airport, about 10-15 miles west of the city itself. One thing about the Detroit area is that it is massively sprawled; the whole metropolitan area is gigantic. Only about 1 million live in the city proper, but another 4-5 million live in the suburbs. You don't want to be going hither and yon to find the best places, so you may want to wait to find out where you're staying until you decide where you want to go.
