vs
Rig2 : i7-950 + CORSAIR XMS3 4GB DDR3 1600 + GTX480 + AC Freezer 7 Pro ($30) + GIGABYTE GA-X58A-UD3R ($200)
Does Rig1 runs faster or last longer than Rig2?.. in all stock/non-tweak setup.

Well, a GOOD CPU or GPU cooling setup may be considered worthwhile if it lowered the operating noise levels of the system - esp' if it was being used for work, watching DVDs, etc, when quietness would be appreciated.
To reverse your arguement - why muck around overclocking and getting things stable with fancy cooling setups, etc, if one had the money to just buy it. Sure, it may not be needed 95% of the time - but that 5% may be worth it.
I tend to over spec' PSUs, as I've the opinion that they run quieter and will be more reliable if under stressed.
