It aint implied, its a given (assumed by the listener who dont have some political axe to grind)! Did her lyrics expressly address Mengele or was that implied too? Was she really telling psychopathic fans of Joe Mengele to run out and torture people if it makes then happy in spite of their victims' unhappiness?
