How about the Mexican drug cartels? Their "business" generates more revenue than the entire GDP of Mexico itself so I'm sure that funding such a thing would be no sweat. Couple that with the fact that basic engineering of viruses can be accomplished with simple molecular techniques that any biology undergrad learns in lab and viola, conspiracy.
