How about the notion that this can't happen if you have a neutral foreign policy? It would seem that the naive belief that there wouldn't be this kind of violence led the Norwegians to eschew even trivial security precautions.

It is of course too early to say whether that would have helped, but just throwing that out there.

I see, and the cops were forced to swim the 3/4 of a mile to the island? They don't have helicopters or boats?

It takes a while to hunt down and kill 87 people. Do we have any info on the amount of time that passed between the first shot being fired and the arrest of this guy (by the way, how the **** did they manage to arrest him? Did they wait until he ran out of bullets?)

He may not have had to. Sounds like many of the kids jumped into the dangerous waters to escape and may've drowned.
