Submit and approve their time-sheets via fax or by internet/email. Record that process. The fax or emails received by the agencies would be time and date stamped. I think you need a large number of independent witnesses, rather than a small number of paid ones. Conflict of interest and all that. |

You can fake anything, temps etc but there is a burden of proof and depends on criteria for example balance of probabilities is one, reasonable doubt another. You can claim all the temps were in on the con, but that is getting into truther territory where everything can be denied because everything can be faked.

Ok - so calibrate the digital camera by starting at some public and verifiable event, keep it rolling for the drive back to the lab, and then mount on the tripod and record the experiment.
Perhaps hang out outside Parliament and snuggle in on one of the doorstep interviews with the rest of the media scrum, then bugger off. |

I thought they were independent witnesses and not actually aware of the experiment. More someone that can verify that yes, on such and such a date they were employed to move some boxes or something. But the key word is independent, anyone can be paid or bribed to embellish which is why I posted before about the scales of value in evaluating evidence. |

But they're not independent if they are being paid. If all you want is a witness then hire a judge or someone of impeccable propriety. It was more (I guessed from context) about recreating a streetscene where people can provide the same evidence of being there at a certain date and time but without having a street scene available. |

I have it!
Free bus service for the pensioners too and from the event for all those with a public transport smartcard. Hire a bus from the public transit authority with smartcard reader - bus number can be verified. Have them swipe their cards on and off (as is usual practice) it can be verified these people were on that bus on those times. Record their faces as witnesses. Disclaimer - may not work with Myki in Melbourne, but other cities have working smartcard systems. |

An indoor shot could be proven to filmed no earlier than a particular date/time, but I do not think you could include proof that it was not filmed after a particular date.
The only "absolute" and unalterable date/time reference we have on this planet are star positions. The event would need to be filmed outdoors at night with the stars in shot, (and you could provide enough proof that the footage was, indeed, unaltered) to do what you wanted. |
