He said that tableegh creates the "want" for shariah.

And he said that a very well known mufti went for some time in tableegh and when he came back, someone asked him - how was it? That Mufti said that people only come to Muftis when they start caring about what is halal and what is haram. When the people have no regard for haram and halal, they will never seek guidance and fatwas from Muftis.

Fuqarah is plural of faqir. Derived from faqr=destitution. This is the state when you do not have necessary worldly means to fulfill your basic needs. Masakeen is plural of miskeen. Miskeen is also destitute but of higher status because he does not even express anything about his state of destitution. Beloved Prophet(PBUH) indulged in complete donation of his worldly possessions to enter the first category. His prayed for the status of a miskeen. For we weak sinners these are both scary states and elders would advice moderation is charity to us weaklings. Hope this helps.

English Tr. of the Transcript:
After 25 years Allah provided the taufeeq to participate in the Raiwind ijtima. Last time it was in 1988. There are two ways to participate in an action. One is to actually do it and another is to support and be helpful in that. Alhamdulillah this aspect (I have been) doing always. This is the real property of a believer that he is associated with acts of virtue-he is involved in it in some way or other. The way a person not performing Prayers does not know the taste and sweetness of Prayer, they think that it is a burden to Pray five times a day from morning till evening. But when he starts praying then how distasteful he finds the life without Prayers! How much regret and shame he feels on that! Those who do not Fast, who do not pay Zakat, who do not perform Haj-they are all in the same state. But when they become habitual in performing these (good) deeds then they come realize the value and status of theses deeds. The work of Tabligh was a different task from the beginning. This enforced the realization in hearts as to what we came for and in what we got ourselves busy with. How trustful am I in my office (of the believer)? How alert? If I am asked then to what extant I can defend myself? This type of feelings and emotions are generated by involvement in Tabligh. This ijtima, like the season once in a year in which the trees drop their leaves and become green again, they become fresh again, Earth becomes grassy again, and the loss suffered during autumn-that is compensated for, the hectic happening of the whole year, careless life style and a realization about our shortcomings and failings, that takes place in these gatherings. And the root of acceptance of actions is this realization. A man who realizes that it is bad that I am not Praying will not remain in that state (for long). A person who realizes that Zakat has become obligatory on him-obligation is like debt-this is my duty to pay it-this is not my own decision but a duty-he shall never shy away from that. Sooner or later he'll pay it. The same is true about the rest of habits and ibadaat. There is no doubt in it that organization of this type of gatherings is among miracles. These are physical activities and these lead to awareness about Shariah related realization. This is a great method indeed. Guest and delegates and the people from 81 countries came to ponder about Deen. Hundred and fifty thousand people's request for VISA had been forwarded (by him/someone else for participation in the ijtima). Government said that we'll accept everyone even if it is a million people. We are very happy that you people produce goodness. Governments some inclinations are in favour of Deen. The former agenda of Bush and Musharraf has been broken with a bang. A total of 5000 jama-ats, internal and international, have gone out. Fifty thousand people have stepped forward in 5000 jama-ats in path of Allah-courageously. This is a great crop-a great success. A great Mufti and Faqih went in a jama-at in some year. They take everybody with them. They join different type of people together. People from every walk of life are there-it is a wonder! All the Ministers of Punjab (were there) at the time of Dua and they feel that if they are present in this blessed moment then our government and the conditions in the country will be in a state of well being. So that Mufti and Faqih too was some how taken in (out in a jama-at) somehow. They are experts in persuading people to join them-they know the tricks and the magic. Allah has given them that inclination and motivation and dedication. They are of various types for example ...the way you have different types of cloths- restaurants... some good some bad-they are there in every group-in Mulavees, in Shuyukh...if all of them were like Sahaba(RA) and tabayeen then there would not have been unbelievers in this world. Everybody would have become a Muslim. There are weak people also in a caravan. All of them are not alike. There good and bad and even dogs to travel with the caravan. Don't people have dogs for guarding houses? Dogs are kept for hunting. It remains a dog. It will not turn into a man. It will fulfill its duty. So when that Mufti came back he was asked--he replied that people will come to a Mufti when he realizes that there is some thing halaal and some thing haraam. This I can do and this I am not supposed to do. When people are not worried about halaal and haraam then how will they differentiate between Nikah and fornication? How will they tell milk from urine, do away with the curse of alcohol? How will they avoid them if they do not know it? In these tablighi crowds you develop the consciousness about these things. Normally Mufti Sahab is strict about tableeghis (Although he does approve of tableegh). But during the Ijtima, he appeared to have been influenced by the large amount of people, and the atmosphere in general.

It was fantastic to see Maulana Saleemullah Khan and Mufti Zar Wali Khan in the Ijtima. If Ulema like these get involved in the work, inshAllah a lot of mis-conceptions would ago away from the work.
