Usually it means your hard drive has too much stuff on it.
How much free space do you have?

I have a bunch of stuff on my hard drive, but I still have like a Gig free.
One thing that I DID NOT KNOW until recently is that my video card is using up like 128MBs of RAM.

So I had less available then I thought.

Windows constantly needs more memory then it has physically available. When Windows fills its memory it begins to swap memory out to the hard drive.

If you run out of hard drive space you'll get virtual memory errors. You can also get such errors when a program is poorly written and doesn't properly free resources when it is finished with them. This is called a memory leak.

Many spyware packages are poorly written and can cause this problem. Unless you've filled your hard drive or installed a new program this most likely a symptom of viruses or spyware.

I've had problems with this on a server at work, which has no spyware or anything like that. Usually rebooting a few times will fix this problem.

I was told rebooting completely dumped the memory, but there has been times it wouldn't work for me?

I did have to reboot 2 - 3 times for it to actually work.
