What an odd video. Idk the exact situation, but who flips someone off just for walking their dog around a pond? I imagine the neighborhood in the video might have some sort of building code that doesn't allow people to put up fences. I would fence my shit off if possible. |

^ The buildings look more like apartments than houses, so I find it unlikely that the man even has a backyard. But Idk the details. In any case, if you want someone to stop doing something, you simply go up and ask them not to do whatever it is they are doing. It's not obvious that any of the land around that pond is private property, so you cannot automatically go apeshit on people when they walk through it thinking that it is public land. From the video it looks like public land.
