No, Siad barre had nothing to do with it, he just seized the chance during the confusion erupted. Sharmake was killed by two no bodies, some guards who were suppose to provide his security, both of these were MJ like him. After that point the downward spiral of mistrust and clannism was initiated.
The low IQ stalin-wannabe Siad barre took over, dictating every aspect of peoples life for 20 years, with a mission to oppress and push everyone to their maximum limit of tolerance, deliberatly turning bush members of the bigger clans against each other and decimating key figures/leaders of opposing opinion.
His core strategy was apparently to weaken and rule people/groups that he percieved as a threat, him and his "Red barrets" had difficulties distinguishing individuals from their whole clan.
When Abdullahi yusuf and four other men failed with their assasination attempt, he responded by ordering the water wells of MJ nomads to be poisoned, thousands died.
When some half a dussin somalilanders were tired of his bs and attempted to secede, he replied by litteraly razing the whole city of hargeisa to the ground, enforcing his airforce with south african boer jets which he contracted to bomb all moving targets in hargeisa for three days.
His downfall came when he decided that he was fed up with hawiyes and started hawiye leadership cleansing. The rest is history.

The assasination of Sharmake is probably the single worse tragedy for all somalis during the last forty years.
