I've seen a couple just in Eagles games. The refs don't miss that call too much cause it rarely happens. Well from my perspective of only watching Eagles games that is.

Has anyone ever seen a horse collar tackle called for a penalty?

I've never seen one. Every time it's borderline, the refs and announcers make some ruling which proves it's not.

Did Dirk just get a penalty for one

He brought down the punt returner good

I have the volume off on that game though

No, because he didn't pull him down just by the collar, he had one hand on the returner's elbow
