Having an Indian Passport may not be sufficient proof of Identity. It may be easier to get an Indian Passport engaging a tout even if there is no sufficient proof. Around the year 2000 this was exactly the same story in Colombo, Sri Lanka.
People travelled from distant places from all parts of the Island the previous day and formed queues around 4 am in front of the Immigration the next day. When the Passport issuing office opened for business, the touts approached the people in the queue and made deals to get new passports through the backdoor. It’s all entirely different today. Any one holding an application form duly filled for a new, renewal or an extension of a passport can enter the office now located in different place in the same city with out any red tape. A few hours after submitting the application one could collect the passport without any hindrance. With all the newspaper headlines reporting new corruption everyday It seems as though corruption has come to stay permanently as a way of life India.
