I would put the responsibility to buy bogu on the students. People tend to take crappy care of gear if it isn't theirs. A generalization yes, but you don't want to be stuck being the caretaker of all those sets of bogu. Maybe get 3 or 4 so there are some club sets to borrow temporarily, but make it clear that people should be saving from the beginning so when the time to buy bogu comes, they already have the money. The trial sets of bogu are also great because people can try kendo with armor and see how it feels to be hit before spending the cash. And now is a great time for students to save up for kendo gear because there is fall raking of leaves and winter shoveling of snow so even those without regular jobs should have opportunities to get cash. Of course it depends on the climate near you, but if they aren't willing to work for their own gear, it is sometimes a sign that they aren't going to be dedicated to the club as well.
