This is something I don't get. Why are military and government networks with sensitive information connected to the internet? Shouldn't they have their own isolated private networks that can't be directly accessed by Chicoms and Russkies?

I dunno why we insist on using the word "Tsar" for political titles. Tsar=Caesar= emperor, tyrant, dictator, or autocrat.

Maybe it means some kind of enlightened dictatorship

Like in North Korea or so....
