Here is the announcment from Thunderfall:

The data center that hosts the servers had a power problem and this affected a large number of sites, including all the sites on the Telefragged network and many others. The CivFanatics site and forum were down for about 4 hours, from 11:30 AM to 3:20 PM ET.
