Well I guess that depends how far the real trouble is from the border and how willing these real gangsters are about moving across for some reason.

That said, that stuff can't go unwatched. A situation like that is in the interest of the US government or should be. I guess the DEA or so are closely working together with their Mexican fellow officers, and I think they should be.

The Republicans didn't do anything on immigration reform because they were afraid of alienating latino voters and putting the Democrats in office while the Democratic proposal stands far more chance of actually slowing illegal immigration since it would massively increase fines to companies which hire illegals. OF course the President is against that because it might harm his law dodging corporate donors.

And why did they arrest the top drug dudes and not the soldiers as well? That will leave the soldiers in the streets, of course there will be a war.

Like they do in Italy with the mafia, they take everyone out at the same time like in this last bust they just did.

The army does get used in drug enforcement. It's also a bunch of one year national service conscripts, except the rich kids find ways out. There is political penetration (a lot of organized crime is not just drug based, but political based - think of Governor Gotti or Senator Giancana) and organized crime penetration of the police and military, so most serious operations would be compromised, and anyone honest and hardcore knows they don't know who can be trusted.
