It would be new but He probably could.

Hell, every day I am suprised at all the things that I have said "There is no way they would ever do_________!"

But they suprise me every single morning by doing it.


My motto of late is "Believe nothing of what you hear and 1/2 of what you see."

(I am about ready to reduce that to 1/4 or less based on current events.)

I don't think he can directly because he would need names and such.
He already has indirectly with his "revised deportation policy" put into effect August 2011.

New US immigration rules could shorten the time families are separated when illegal immigrants apply for a Green Card, the White House has said.
