Have CFL's finally come out with one that's able to be on a dimmer switch?
Yes I sell them at my store, however they cost about 3x and are considerably larger due to the ballast dimmer in the base. Also they really do not work that well, maybe have a dimming range down to 40% then they go off. It has always been more of a gimmick then a practical application.
I agree. I've seen them too, and went ahead and purchased one, but they do have lots of issue as you explained. Also, I found that when not running at 100% they let of an annoying buzz/hum at the switch, and only dim down at particular intervals (not smoothly).

I have 1 dimmer switch in the bedroom at my place, which I leave an incandescent bulb in, but the rest are CFL, which are not that bad these days if you get the "warm white" versions. The only thing I don't like to much is the fact that they take about a minute to reach full strength, having started at about 70% when first switched on, but I don't mind at all.

My experience:

LED bulbs not as bright as CFL.
CFL bulbs not as bright as Incandescent.
