It's not a fixed price, it's a MINIMUM price. There are already sin taxes everywhere, but to more than double the minimum price of Vodka using a percentage-tax would be insane. The problem isn't the people drinking $300 bottles of Vodka, it's the people buying half-litre bottles for $1.

I speak Russian. I play Russian games. And I don't drink vodka, becuase I am Russian and I know what vodka does with me. But when I DO drink vodka (which happens very rarely) - you better stay away from me. Because I can consume a double mortal dose for any foreigner and still drive my bear while playing balalaika in search for a bisexual Canuck to kick his ass.
