What film is this?

Hey guys.

I'm trying to remember a film. Its a futuristic prison film (similar to Fortress 1993)

The inmates have to stay within a certain distant from a person with the same thing inside them. They do not know who this person is so they stay in big huddles.

This stops one person trying to ecape as if they leave the group without there of half they will both die.

One guy somehow finds his other half and they both try and ecape

Any ideas?

Wouldn't be any of the BR film since that's a neck explosive and it's only set off by remote or if they're within the danger zones.

The film Looony is describing sounds very familiar but I'm very poor with film names.
