Assuming you have a credit card or checking account tied to your Paypal account, you can send money at any time. Paypal will use your checking account as a default method, but it will take the money out of your checking the next business day after you send a Paypal payment. No need to wait to transfer funds unless the person you're sending money to requires it or something?

You have to have a CC attached to the account. Any bank account will have a waiting period.
