I examine Orchid Fever which described the orchid authorities. What're they? Are they like CITES brokers? Are they run by the federal government? Do they actually do anything anymore? And are they really as menacing whilst the book says? Do they genuinely have records on people and watch people? From what the book says they seem like the CIA.
