The PGA has done almost the right thing when it comes to people calling in rule violations. They now will give the golfer the penalty but they will not DQ them for turning in a card that was filled out wrong. It goes into effect today. Good job PGA

The R&A and the USGA have announced a new interpretation of the rules that apply in limited circumstances not previously contemplated by the Rules of Golf where disqualifications have been caused by score card errors identified as the result of recent advances in video technologies.

This revision to Decision 33-7/4.5 addresses the situation where a player is not aware he has breached a Rule because of facts that he did not know and could not reasonably have discovered prior to returning his score card. Under this revised decision and at the discretion of the Committee, the player still receives the penalty associated with the breach of the underlying Rule, but is not disqualified.

In revising the decision, The R&A and the USGA confirm that the disqualification penalty still applies for score card breaches that arise from ignorance of the Rules of Golf. As such, this decision reinforces that it is still the responsibility of the player to know the Rules, while recognizing that there may be some rare situations where it is reasonable that a player is unaware of the factual circumstances of a breach.

This revision to Decision 33-7/4.5 is effective immediately.

“For some time we have been concerned that, in certain limited circumstances, disproportionate disqualification penalties have been required by the Rules,” said Peter Dawson, chief executive of The R&A. “This carefully considered decision reflects our desire to ensure that the Rules of Golf remain fair and relevant in the changing environment in which the game is played today.”

“This is a logical and important step in our re-evaluation of the impact of high-definition video on the game,” said Mike Davis, executive director of the USGA. “We collectively believe that this revised decision addresses many video-related issues never contemplated by the Rules of Golf.”

Outstanding!!! I never could agree with DQing a player after the card is turned. I know there may be a case occasionally of a player knowingly skirtting the rules, but by and large the call ins have been reported and the "offender" has been totally baffled as to what is going on because they did not think they had done anything wrong.

Good on the PGA to adjust with the times! Unintentional mistakes shouldn't have come with a DQ.

they said on golf channel this morning that the rule impacts cases such as Padraig Harington from earlier in the year when an HDTV zoomed in confirmed that the ball did not return to its original place. He would have been given the penalty, but Villegas would still be disqualified. I think it's a nice revision, hopefully it doesn't have to be used often.

Like everyone else I am really glad they are revising this rule. I just don't see how it would be fair to DQ a person just because they got more TV time, therefore, more eyes watching their every move and just waiting to call in a violation. I think this will be a lot better for everyone.

I think they maintain both the spirit of the rules and allow for the changing of times and technology.

A key thing here is that they are still putting the responsibility of knowing the rules on the players themselves- and not giving them a free pass. If DJ did the same things that he did at Whistling Straights, but signed his card he still would have been DQed under the "ignorance clause".

The only gray area I see here is people trying to skirt the rules by saying:
"Oh! You mean my club hit the back wall of the bunker? Golly Jeeze, I am so sorry about that- I didn't even know!"

Alright and it is too slow in coming! No more couch potatos managing the game. It should be on the officials and more importantly the players and not some goofball chugging a cold brew and slapping down a family size bag of potato chips.

I too like the idea that they made this change and I'm also very surprised the acted so quickly. Things like this often takes years. Good news though for everyone.
