Fujian Fuan Internal Revenue Service Commissioner Zhao Huizhong reportedly rapes a female university student
at a local hotel after intoxicating the young medical student from Fujian University Medical Professional Faculty after
inviting her to IRS departmental social banquet.

Liu, a junior student of the Fujian University Medical Professional Faculty was part of a group participating in Fujian
Fuan city summer social service activities. The banquet was held in recognition of their social works and contribution
to Fujian community.

During the banquet, Zhao and his men were seem trying to intoxicate a group of female students. Liu, being
young and naive was easily intoxicated and carried by Zhao's men to the 8th floor hotel room where she was raped
by Zhao in the presence of his men.

Zhao has been removed from his post and under police detention pending outcome of investigation
