This is how you fudge the test scores and keep the school running. Get all the dumb kids transferred and lock in the smart(er?) ones. Instant improvement. Then you claim victory. Meanwhile the schools you shipped the dumb kids to fail, and they get bussed right back to the old school. Rinse, repeat, collect tenure, retire with full pension.
