Wouldn't direct broadcast satellite service providers include all internet service? Seems like it wouldsince all satellite broadcasting is under FCC jurisdiction, no?

I think it is in the nature of the Internet to make it a very hard thing to do, not saying it can not be done. But to break into all connected user computers/firewalls etc.

This test is more in line with traditional emergency broadcasts, commercial radio and television. Non commercial radio, phones, and Internet do not imho apply.
