If you're concerned, and they are elderly, maybe be neighborly just go talk to them. Maybe they are having issues taking care of him. They might be thankful if you offer to walk their dog once a day or something.

An ex BF of mine did that with an elderly lady clinet of his vet. She lost her husband and couldn't walk much, so the ex would go down on weekends at walk the dog. At first the dog was so fat she could only got a block or so. After a while, he'd take her to his house Saturday morning and let her play with his dogs all day then take her back in the evenings.
When the lady ended up in the hospital for a few days, she called him and asked him to keep the dog until she got out. She ended up having to go into assisted living and he ended up keeping the dog.
