I would want to know if my dog was making noise. I would rather have a person talk to me about a problem then call AC. I had someone do that to me about a dog with a gimpy leg they thought I was "fighting". He was a dog I was fostering from our Humane society who had been hit by a car and was under vet care. But instead of asking me they just called AC, thanks person.
Dogs can stay outside if given proper shelter. I'd go and say HI to the people and just let them know. If they are old or need help you could help them get a better chain spot and shelter
