I cannot take it anymore!! My neighbors freakin dog, some beagle mix, keeps getting onto my property!

Shes a nice dog, and very friendly, but this dog looks...diseased. I really think she has mange (she has patches of fur missing on her back.) shes not fixed, filthy, no collar etc. The only reason I know who this dog belongs to (her name is Dixie by the way) is because I hear the people behind us ALWAYS screaming for her. (She gets out at least once a day)
Well, I've tried really hard not to let it get to me...
I make sure to check outside first before letting the dogs out (Our yard is fenced in separately from the rest of the landlords property since we rent out of the cottage on the property) If I know Dixie is anywhere on the property the dogs stay in.

Today was the last straw...
Boyfriend had the dogs outside while I made lunch. I hear a crash and my boyfriend yell,. Willow growling. (This is normal behavior...Willow is vocal when she plays with Raj so I didn't think much of it) Then my boyfriend comes inside with Willow by the collar...grabs a few treats, throws Willow in her kennel, and is yelling at Raj top come inside.
Meanwhile, Willow is freaking out inside her kennel (I didn;t think much on that either, I thought it was because Raj was outside and she wasnt..) \
Boyfriend brings Raj inside and flies out the back door...again.
Thats when I realized something was happening (lol delayed much? Yeah) So I follow him and as he comes inside hes bitching about....you guessed it. Dixie.

Apparently Dixie got thru a hole in HER fence (thats how shes been getting onto our property for awhile now) and was squeezing thru a hole in our fence (Its too big for our dogs to get thru, but Dixie is alot smaller...so she can sort of squeeze thru...as we discovered today)
Well...Willow (who isnt the "hot" one out of my two dogs...) didn't like that and..well..busted my fence to attack Dixie. (Mind you...Willow is HALF the size of Raj and Raj couldn't even break it down if he wanted)

Thankfully no dogs were hurt in this adventure...since my boyfriend was quick enough to grab Willow before she could make any contact with Dixie. I don't know what diseases Dixie could have, cause she definatly does not look healthy (let alone the possible mange on her back) I'll be damned if MY dogs get sick because this freakin dog wants to shit on our property.

Anyway...thats my story..
I'm not too sure what I should do about Dixie. What should I say to her owners? Would it technically be our fault if something happened to Dixie because the main piece of property isn't fenced in?

On top of that...I heard a noise outside my door...guess who's going thru my garbage!

Fucking dog...fucking owners. I feel so bad for Dixie...she really is a friendly dog it just sucks she has such shitty people taking care of her.


oh and to add something ELSE. the thiing just started howling, which got Raj's attention and he almost went thru my window trying to get to her...
So now both dogs are going to be crated until I can figure out what to do.
