He is an absolutely adorable pup but I can see the other person's POV completely. Spiked collars, chain collars, etc. do NOT make a good impression on JQP no matter how well behaved the dog is. They just see it & think "Oh, another thug with a pit bull."
Case in point - when we got our GSD Greta, she had a neon pink & green buckle collar with pink flamingos on it. Everyone loved her & could wait to hug her & pet her. I put a prong collar on her & suddenly people were afraid of her. Bottom line? People DO judge books by their cover. Perception is everything & if you're not making a positive contribution, then you're making a negative contribution.
That being said, while I do not agree with any type of chain, spike or any other kind of "little dick" collar, I think it is great you had enough sense to at least use a plastic chain & not put a metal chain on your poor puppy's neck. I wish everyone who fancies chain collars were as smart.
Another thing to add - make sure you put a buckle collar on him for walks b/c that plastic can break should he give it a pop. Should that happen you could have a loose puppy that could be stolen, hurt or even killed.
JMHO.
Blessings & whisker kisses ...
