I dont know about the papers, but he has this little booklet that indicates the DOB and the shots given and which shots need to be given and on what day.

Both of my rescue Border Collies came with that same booklet. Only one came with papers, though.

That booklet is just to keep track of the dog's vet stuff. Has nothing to do with registration papers. It's nothing official.
