The real reason theres anti tethering laws is to deter Game-dog fanciers since thats the most common way people with a yard full of game-dogs secure them! They think it helps stamp out dogfighting in this country! Iv'e heard this out of the head of my countys animal controls mouth! Also from the director of public saftey's mouth in my county as well!
So the'll just use kennels then, In my opinion worse and way more restrictive with less square footage than tethering!

Then theres the stupid people factor as well! Some people don't have the brain capacity to tether a dog to where it can't and wont get choked, hung, tangaled, overheat, or reach it's water!
