It's common here Ell... I guess it's what happens when country folk are suburbanized or something. I can't complain too much though, Gracie was part of the problem before I got her, hell, she'd never even owned a collar at 3-4 yrs old.

WOW that is a long time to live without someone really carting for you. I think it might be more the ACO there is not doing there job, or understaffed? I mean here we have a crappy ACO who wont pick up any loose dogs/cats, you have to contain them for him or bring them in...so you do HIS job for him. But either way loose dogs are not to common here, and I am in a small town, it has 3 fast food joints, no wal-mart, no movie theater, 1 Chinese restaurant...its pretty tiny, the only thing open after midnight is the drive through at McDonalds (which is rather resent, it used to close at 11) and 1 gas station. I just don't understand people that let unspayed females run loose.
