I just went in to get my cell phone for a second. I'm not making excuses... I'm not trying to play the victim card either, it just happened. No, my brother's property isn't fenced in. If our dog's were chained it certainly would not have helped our dogs. The dogs hadn't even gotten of the porch when i went in, and when i ran back out there, they were fighting practically leaning on the porch. I'm aware i made a mistake, but seeing as how this guy has let his dogs get loose time and time again and our dogs never leave the yard, i do think there are measures both of us should take.
