All dogs must be under control and must not be allowed to run at large. Dogs are personal property, and owners are responsible for damages caused their dog.

Have you talked to your neighbor about the issue?

Call your dog warden again. Call your local shelter. Or, when the dog ventures on to your property again, scoop the little chit up and take him to your nearest shelter.
