From here http://www.rallycarsforsale.net/ the Fabias and Fiestas are starting from 220 000€ and up. If you can get a good 207 for 180k, you can do a lot of rallies for 40k !

The most important factor is the running cost of the cars. How many rallies do you think you can do for 40k? With one small test before the first rally, I think it won't be possible to do more than 2 proper events... I don't think a Peugeot for 180k will be a top-car. You can buy an engine that lasts 1200km SS before revision, others last only 600km SS, there must be some difference in prestations also...
