Sometimes the most humane thing to do is to put an animal down.

It might not "look" like it's in pain, but how do pigeons express pain? It's more likely you are just not picking up on it's signals. The best thing to do is to quickly snap it's neck, this bird will not make a recovery and lead a normal life.
