That is rather unfortunate really, although it may be more of a limitation of the law than anything. I think the animals practically have to be on the verge of dying or obviously uncared for before anything can be done.
Anyone with "half a brain" or a sense of smell could tell that things are not right though.

I've recently had to ban my own dog from the back garden as both my cat and dog were infested with fleas and the only way they could have got to the dog was if he got them from the back garden (the neighbours garden runs parallel with ours and is split by a thin fence).

Apparently cat fleas and dogs fleas are the same thing, and I check the cat regularly when she comes in because she's had some scraps with a male cat recently so I check her over for wounds etc when she comes in.

I had to pretty much fumigate the house on all levels to get rid of the fleas, which apart from the expense, really p1ssed me off.

Also we are not able to open any windows in hot weather as both the stench from the uncleaned up faeces from their back garden and the 1000's of flies make opening the window a complete no go.

So if the housing authority and animal protection refuse to deal with these dogs who are in obvious distress and a state of disarray then who the hell should deal with it?

As for talking to the owners, well all I got for my trouble last time, was several f*ck off's and a threat of violence, their only son is mentally retarded and I've even seen him hitting the dogs with a brick, shame I haven't got it on video yet,
They just don't care and care nothing for their neighbours either.

Definitely another reason why people like that should not breed!
