they have to make allowances for inacurracy in speed0's and the detection equipment. plus being done for doing 32 is a bit harsh.
That is certainly a factor not to mention even if the equipment were to be 100% accurate it would be a huge waste of police resources. (Not to mention saturating traffic courts more than they are already.) The entire speed limit system is designed to promote safety, they are trying to catch the most egregious offenders and make examples of them. The 5mph buffer is more of a rule of thumb than an actual law. It is still very much possible to receive a ticket for breaking the speed limit doing 31mph in a 30mph zone.

Even with all that said, there are many factors that can affect the drivers speed when operating the car. I know for me I will occasionally glance down at the speedometer, listen to the revs of my car, and have a general feel for the speed I am going. If I see/feel I am nearing the threshold of that "buffer zone" I will slow down to avoid speeding but I sure won't roll onto a street and immediately enable cruise control or allow myself to become distracted by trying to stick to the exact speed limit and sacrificing awareness.
