Default £20 broadband piracy tax proposed.

The latest barmy idea is to charge ISP's £20 a year per bb connection (which of course we will end up paying) and use the money to fund a quango to help fight piracy. This smacks of everyone's guilty until proven innocent to me. I'm against piracy but this is a step too far; if anything it would make me want to download stuff to get my money's worth!
