i still don't understand the point those parents are trying to make
or is this indeed just a game for them

If their trying to say `watch out dangerous` then their doing a horrible job !

They're getting the child used to the snake,so when the child is older he wont be afraid of them. he's apparantly going to be a snake charmer. it's a relatively common practice.
