I don't know the full story behind the free whisky - however did you need to give them credit card details or anything else that would actually prove you were over 18?
If not then I would expect the company thought better of it - it would be a criminal offence for each under 18 year old who got hold of one via the promotion.
Enough found out and that would be a lot of fines.
