just a question. is the raising of the hands the 2nd time for ending the ruku or starting the i'tidal.

From Reliance of a Traveller: (straightening up from Ruku)
f8.32 The optimal way is to raise the hands (A: lifting them from the knees as one starts straightening up, raising them to shoulder level)
and the head together, saying, "Allah hears whoever praises Him."

It is mentioned to raise the hands and the head 'together'.
