I could see a fine for throwing a frisbee/football over people sitting down, or having a dog off leash/not cleaning up after them but not thousands of $ for what has always been acceptable. That is just a money grab from people who should be unemployed next election cycle.

How are guys going to meet girls now? How many cheesy beach movies use the football trick near a group of pretty girls. And the thing is, it works!
Of course it's a money grab. The fine is not for not cleaning up after the dog or for not having it on a leash. It's for having a dog at all, on any beach.

It was probably an over-reaction probably due to a few beaches in the Sliema area in Malta having a bigger number of dogs on the beach. Here in Gozo (other island) I don't see more than a couple of dogs or usually none at all. Yet the law is forced everywhere.

Is that a bad thing?
In this case, yes. The fines are grossly expensive for this matter.

A lot of dogs running about on a beach and shitting everywhere are a nuisance but I don't have any problem with people having them on leash and picking up after them.

I also have a dog but it has never been to the beach with us.
