I think the issue isn't about individual racism but about states which support or tolerate racism. I've never been to Europe and I don't know the context of their racial or ethnic issues but I'm pretty shocked to hear news reports about soccer games in some countries in Europe where people flash neo-nazi signs, wave nazi flags and throw bananas at black soccer players.

I know there are probably a lot of social/economic issues in Europe but I think racism coming from minorities or non-minorities is wrong and it seems like some European countries have a ways to go.

... are you willing to forbid that sign too? I don't know whether it's your case but I see a lot of hypocresy claiming against fascims symbology while allowing communist's, which represents Stalin, Mao Tse Tung, Pol Pot, Honecker... more deaths, tortures and crimes than nazism...

Secondly, you are wrong if you think european state are "tolerating racism": they are spreading racism, allowing everybody to enter into the continent... that's the reason of the rising of Marine Le Pen in France, for example.
