I'm sure that you could significantly damage a site due to a concentrated DoS-attack, with just knowing the IP address alone.
Frankly, I have no idea if that is true, but at least I could imagine that a program, adjusted to send millions of spam messages to a single address, could crash a normally well-functioning server within mere minutes.
