The idea that Austrians are a separate ethnic group is relative new, in the mid 19th century, the German confederation was still led by Austria and not by Prussia as you can see here (even the flag was already black-red-gold): http://en.wikipedia.org/wiki/Austro-Prussian_War
True, but is it still not possible for a new ethnic group to emerge? Or how long until they are considered a separate ethnic group? In my view, they look very similar to Bavarians in culture and language, and since Bavarians are considered German obviously, why aren't Austrians as well.
