Even when not used pejoratively it doesn't mean what it originally did.

I want to know if the book to which the OP refers deals with this confuscation of the term or not. If it doesn't, reading about a political philosophy that no longer means what it used to mean isn't going to give much insight into U.S. foreign policy.
